Interregional Training on Security Sector Organisation in Federal Systems

Foundation organises fourth Interregional Training for staff of Ministries of Security at the Federal Government and the Federal Member State level in Somalia

From 19 to 20 November 2016, the Max Planck Foundation organised the fourth Interregional Training for selected staff of Federal and Federal Member State Ministries of Security in Somalia. This Interregional Training was the fourth of a series of trainings, which aim at bringing together representatives from line Ministries of the Federal Government and the emerging Federal Member States of Somalia to be trained on models of comparative federal state systems in Africa and beyond and to discuss pertinent issues of the Somali federalisation process from a comparative perspective. The topic of this fourth Interregional Training was the organisation of the security sector in a federal system. Five representatives from the Federal Ministry of Security, five representatives from each of the respective line Ministries from Galmudug, Jubbaland, Puntland and South West State and five representatives from the regional governments of Hiraan, Middle Shabelle and Benaadir attended the training.

Similar to previous interregional trainings, the Max Planck Foundation facilitators first provided participants with essential background information on the organisation of the security sector in federal systems from a comparative perspective. In the ensuing discussions, the participants then exchanged their respective views on the current federal set up of the security sector in Somalia and how it could be improved. In a second part, the training was devoted to two scenario-based exercises with the participants.

In consideration of Somalia's current security challenges and recent developments in terms of state formation and federalisation, the establishment of a functioning federal structure of the security sector is important.

The training forms the fourth of such Interregional Trainings delivered under the Max Planck Foundation's project "Support to the Somali Federalisation Process", which is financed by the German Federal Foreign Office.
