Capacity building on legal questions surrounding displacement for staff of Departments of Refugees and Repatriation
The Max Planck Foundation and the Hamida Barmaki Organization for the Rule of Law implemented a training on the legal regime of displacement from 23–27 April 2016 in the province of Herat. The training, which is part of the Foundation’s project on “Refugee Law”, was designed in close coordination with the Directorate of the Legal Protection Department of the Ministry of Refugees and Repatriation.
Participants included representatives of the Departments of Refugees and Repatriation from Herat, Nimruz, Farah, Badghis, Kandahar, Helmand, Uruzgan and Ghor.
Departments of Refugees and Repatriation are the bodies which directly deal with displaced Afghans. Thus, it is essential that they possess knowledge of the cycle of displacement and the respective legal frameworks. Accordingly, the lecturers provided the participants with an overview of the rights of returnees, internally displaced persons and refugees.
Furthermore, participants were given the opportunity to discuss procedural and legal challenges in the provinces when it comes to displacement as well as means of better communication and coordination between competent authorities.
