Introduction to “Better Regulation” in Afghanistan

Foundation organises workshop for the Afghan Ministry of Justice

On 28 – 29 May 2016 the Foundation conducted, in close cooperation with the Hamida Barmaki Organization for the Rule of Law, a first workshop on the topic of “Better Regulation” for the Afghan Ministry of Justice and other state institutions involved in the legislative drafting process.

The workshop was part of a set of activities aimed at improving the quality of the legislative framework as a whole as well as at improving new legislation through evidence based decision-making. Thereby better laws, i.e. understandable and implementable laws shall be adopted. The workshop introduced the participants to the fundamental principles and tools of better regulation, such as consultations, impact assessments and reducing administrative burdens.

Two further workshops on “Better Regulation” are scheduled for this year.

The consultancy activities form a part of the project “Improving the Afghan Legislative Process II”, which is funded by the German Federal Foreign Office and implemented by the Max Planck Foundation.
