Draft Administrative Procedure Law for Afghanistan finalised

Afghan Drafting Committee meets experts in Heidelberg to complete draft law

From 28 until 31 July 2017, the Max Planck Foundation hosted the second meeting in 2017 of the drafting committee for an Administrative Procedural Law for Afghanistan in Heidelberg. Representatives of the legislative department of the Afghan Ministry of Justice and of the Independent Administrative Reform and Civil Service Commission participated in this conference. Additionally, Afghan legal scholars contributed to the discussions during the event. The conference marked a substantial step forward, since the drafting committee was able to agree on a final draft of the law at the end of the conference.

The consultancy was the second drafting conference in 2017 focusing on the remaining chapters on general rules and principles of administrative action, enforcement of administrative decisions, and administrative contracts.

The Max Planck Foundation assists the Afghan authorities in the drafting of innovative legislation for the country’s administration by providing technical and legal advice. The Foundation’s research staff, Prof. Dr. Dr. h. c. Karl-Peter Sommermann of the German University of Administrative Sciences Speyer and experts from Iran contributed to the discussions.

The consultancy activities are part of the project “Improving Afghan Administrative Law III”, which is funded by the German Federal Foreign Office and implemented by the Max Planck Foundation.
