A study tour to Georgia for the Independent Commission for Overseeing the Implementation of the Constitution (ICOIC) of Afghanistan

The Max Planck Foundation facilitated a study tour to Georgia for the ICOIC to learn from relevant actors on constitutional interpretation and adjudication.

The study tour, which included Commissioners and senior staff of the ICOIC, took place from 12-16 November 2018. The group conducted meetings with the Constitutional Court of Georgia in Batumi, the Supreme Court, lecturers at Ilia State University, Members of Parliament, the Public Defender’s Office and representatives of the Georgian Young Lawyers’ Association (GYLA).

During these meetings the ICOIC representatives were introduced to the constitutional system of Georgia, especially constitutional adjudication and the principles governing constitutional interpretation. Furthermore, they appreciated learning from the other institutions how they relate to the constitutional court and the protection of constitutional guarantees.

The study tour took place as part of a capacity-building programme implemented by the Foundation for the ICOIC and funded by the German Federal Foreign Office.
