Background

The Max Planck Foundation’s mission provides technical legal assistance to developing countries, particularly to countries in transition or conflict (see: https://www.mpfpr.de/). Through legal consulting and legal capacity building activities, it assists states endeavouring to develop their legal systems and strengthen their institutions. The Foundation also provides legal expertise to the responsible institutions and legal professionals with the aim of enabling them to autonomously carry out necessary changes.

 

Job Summary

The Legal Consultant will conduct research in the field of international human rights law and its application in the Kyrgyz legal system. S/he will support the team in conducting an analysis of the legal system in terms of obligations imposed by the applicable international conventions, including those relating to gender equality, environmental protection and privacy. The analysis will specifically seek to identify any gaps in the protection afforded to the beneficiaries of such commitments under Kyrgyz law.

 

Key Responsibilities

Under the supervision of the Head of Project, the successful candidate shall:

  • legal research that meets the highest standards;
  • provide technical legal advice and assistance to project partners;
  • if necessary, travel to Kyrgyzstan for durations not exceeding 7 days in any one month to implement activities and liaise with local partners;
  • contribute to administrative and logistical aspects of project implementation.

 

Selection Criteria

Education and Professional Experience

Essential:

  • Advanced degree in Law (LL.M; PhD);
  • Extensive knowledge in the area of International Human Rights Law;
  • Ability to conduct high-quality legal analysis and writing.

Desirable:

  • Practical legal experience in Kyrgyzstan or in Central Asia;
  • Ideally 2+ years demonstrable experience relevant to the project;
  • Knowledge of the Kyrgyz legal system;
  • Experience implementing capacity building workshops for legal professionals, public servants and members of civil society.

Language Proficiency

  • Fluency (written and oral) in English and Russian required.
  • Knowledge of Kyrgyz is desirable.

  • Strong interpersonal skills in a multicultural environment, including cultural awareness, excellent communication skills and the ability to work independently as well as in a team;
  • Flexibility, including demonstrated ability to work under time pressure, to adapt to changing work and project circumstances and to respond to unforeseen developments;
  • Excellent organisational skills, i.e. skilled in setting priorities and meeting deadlines, and ability to handle multiple tasks simultaneously;
  • Ability to present high-level academic work to experts in a service-orientated manner;
  • Computer literacy skills with standard software.

Miscellaneous

All positions are contingent upon funding. The consultant will receive remuneration amounting to €150 per working day upon the satisfaction of pre-determined deadlines and milestones.
