Strengthening the Role of Non-governmental Organisations in the Judicial Reform Process

The Max Planck Foundation for International Peace and the Rule of Law and the Azerbaijan Law Society (ALS) are conducting a project “Strengthening the Role of Non-governmental Organisations in the Judicial Reform Process” funded by the German Federal Foreign Office. The overall objective of the project is to promote a well-informed discourse among NGOs, other civil society organisations and relevant stakeholders on the core values of fundamental rights, with a special focus on effective access to justice and the right to a fair trial. Starting point of the discourse is the assessment of the current legal framework in Azerbaijan and its reform process.

In order to achieve the project objective, the project partners are pursuing a three-phased approach. Firstly, a baseline study is conducted by a group of national legal experts, who analyse the legal framework and highlight the concrete need for reform in Azerbaijan with regard to the right to effective access to justice and the right to a fair trial. In a second step, representatives of various think tanks, non-governmental organisations and other representatives of civil society organisations are invited to participate in online meetings in order to critically and constructively examine, discuss and supplement the results of the baseline study. With the input and feedback from those meetings, the legal experts evaluate their findings and develop best practice recommendations for reforming the legal framework on the right to effective access to justice and the right to a fair trial in Azerbaijan. In the final phase of the project, the findings of the baseline study and the recommendations will be discussed in a conference with key stakeholders who play a significant role in the legal reform process in Azerbaijan.
