Supporting Institution-Building to Stabilise Democracy and Strengthen the Rule of Law in Sri Lanka
The multifaceted crises and their enduring effects in Sri Lanka have heightened the significance of key legislative and justice sector actors to uphold constitutionalism, the rule of law, and principles of democracy. In this light, the Foundation’s project aims to strengthen the capacities, practices, and institutional processes of key legal institutions to enable them to discharge their functions towards upholding democracy, the rule of law, and human rights. This is expected to enhance public trust and confidence in the institutions and, thereby, contributing to long-term stability. The multi-level engagement with crucial legal institutions mandated to secure democratic and constitutional governance is intended to enrich their technical, legal, and institutional capacities and establish ownership over the knowledge products, guidance material, and tools needed to strengthen institutional functions, processes, and standards.
To this end, the project will continue to collaborate with state organs, such as the Parliament of Sri Lanka by providing comparative legal research and capacity building; enhance the capacities of the judiciary through seminars for judges; engage with lawyers through the Bar Association of Sri Lanka by providing training-of-trainer seminars; and partner with guarantor institutions like the Human Rights Commission through curated technical legal assistance and legal capacity-building support. Furthermore, the Foundation and the Sri Lanka Judges’ Institute, in collaboration with the Gilbert + Tobin Centre of Public Law at the University of New South Wales, will continue its work with the Supreme Court of Sri Lanka. A new partnership with state universities is introduced under the project in recognition of the important role of academia in shaping the future of the legal profession.
