From 16 to 18 September, the Foundation held its inaugural legislative drafting workshop for the Committee on Legislation and Justice and representatives from other Standing Specialised Committees of the Transitional National Legislative Assembly (TNLA). The inaugural workshop focused on ‘The Legislative Cycle and Related Topics’ and is a precursor to forthcoming technically focused legislative drafting workshops.
The workshop was officially opened by the First Deputy Speaker of the TNLA, Rt. Hon. Ambrose Pitia Lomin. The opening ceremony was also attended by Hon. Julio Valerio Osman, Chairperson of the TNLA’s Committee on Legislation and Justice, and his Deputy, Hon. Simon Deng. Hon. Oliver Mori Benjamin, Chairperson of the TNLA’s Committee on Information, Broadcasting, Telecommunication, Technology and Postal Services, also attended the opening ceremony.
Over the three-day workshop, participants engaged in lively discussions on various topics related to the legislative cycle, including the legislative cycle and legislative drafting, the South Sudanese legal framework on the legislative cycle, enhancing democratic law-making, citizen engagement and public consultations in the law-making process, and pre- and post-legislative scrutiny. The workshop concluded with working sessions in which the participants worked through preparing a public consultation plan and formulated a post-legislative scrutiny methodology for an Act of Parliament.
The workshop was conducted within the framework of a newly launched project, ‘Technical Legal Support and Capacity-Building for Parliamentary Committees in the Law-Making Process, the South Sudan Bar Association, and the Faculty of Law of the University of Juba’, which is being implemented with the generous financial assistance of the Federal Foreign Office of Germany.
