Memorandum of Understanding Signed with the Somali Ministry of Interior, Federal Affairs & Reconciliation

Agreement to continue cooperation

On 7 September 2017, the Permanent Secretary of the Somali Ministry of Interior, Federal Affairs & Reconciliation, Abdullahi Mohamud Hassan (Azhari), and the Head of Sub-Sahara Africa Projects of the Max Planck Foundation, Dr. Kathrin Maria Scherr, signed a Memorandum of Understanding on the continuation of cooperation. This cooperation is aimed at enhancing the capacities of the ministry on actual issues of comparative public law related to the establishment of a federal state structure in Somalia. The Memorandum of Understanding covers a period of eighteen months and includes a number of capacity building workshops and advisory activities facilitated through a Max Planck Foundation trained Somali Legal Adviser embedded in the Ministry.

Similar Memoranda of Understanding have already been signed with other project partner institutions under the project supporting political decentralization and federalism in Somalia, including the Office of the Prime Minister of the Somali Federal Government, the Offices of the President of the Federal Member States of Galmudug and Jubaland as well as the Puntland Ministry of Constitution, Federal Affairs and Democratization. The project is funded by the German Foreign Office.
