Max Planck Foundation conducts third Training-of-Trainers Workshop for Somali Legal Advisors at the Somali Federal Parliament

From 23 to 27 July 2019, the Foundation conducted the third training-of-trainers workshop for Somali Legal Advisors in the framework of the project “Legal Capacity Building and Technical Support for the Somali Federal Parliament“. The workshop took place in Djibouti and mainly addressed the compatibility of Federal Member State Constitutions with the (federal) Somali Provisional Constitution of 2012. On this topic the Foundation developed a comprehensive study analysing all five Federal Member State Constitutions in terms of their compatibility with the (federal) Somali Provisional Constitution of 2012. The main findings of this study were presented to and discussed with the Somali Legal Advisors at the Somali Federal Parliament in the framework of this workshop.

Furthermore, the topic of “Federal Member State Constitutions from a Comparative Perspective” was covered during the workshop. This topic explored the scope of state constitutions and the mechanisms of how their compatibility with the federal constitution is ensured in comparable federal systems. On each topic a substantive presentation on the subject matter was followed by a working group assignment which allowed the participants to apply their newly acquired knowledge. In the ensuing discussions the presentations as well as the working group assignments were adjusted according to the feedback and the input received from the Somali Legal Advisors. The adjusted workshop materials will now serve the Somali Legal Advisors in their trainings on this topic for selected members of the Somali Federal Member States and the five Federal Member State Legislative Assemblies.
