Online Workshop on Decentralisation and Federalism in Somalia
In its support of the federalisation and decentralisation process in Somalia, the Max Planck Foundation held its fourth Training-of-Trainers workshop via online video conferencing at the beginning of September 2020. The workshop was conducted in the framework of the project “Capacity Building and Legal Advice on Political Decentralisation and Federalism in Somalia” funded by the German Federal Foreign Office.
The workshop featured three topics “Intergovernmental Revenue-Sharing and Transfer Systems”, “Organisation of the Education Sector in Federal Systems”, and “Police Force in Federal Systems”. The topics were presented in three half-day sessions followed by enlivening conversations and discussion. Subsequently, the presentations and supporting materials were adjusted according to the input received from the participants, who will use the adjusted training materials to conduct workshops with Somali partners on the ground. The participants connected from different parts of Somalia, i.e. Mogadishu, Baidoa, Dhusmumareb, Garowe, Jowhar and Kismayo.
The fourth Training-of-Trainers workshop is the first workshop to be delivered virtually in the context of the Somalia project and the last one of the current project.
