Foundation concludes training programme for the Hirshabelle State Assembly

Capacity building workshop on Legislative Processes at the Federal Member State Level

On 3 July 2021, the Max Planck Foundation organised the third and final workshop for members of the Hirshabelle State Assembly on the topic “Legislative Processes at the Federal Member State Level”. Under the EU-funded project Legal Capacity Building and Technical Support for the Somali Federal Parliament, the Foundation conducted three workshops on Somali constitutional law from a comparative perspective for the Legislative Assemblies of the Somali Federal Member States. Each workshop includes a presentation on the topic from a comparative perspective, a practical working group assignment, and a plenary discussion.

The training programme for the Hirshabelle State Assembly started in July 2019 and ended in July 2021. It focussed on the Somali Provisional Constitution and the Constitutional Review Process; the Role of the Legislature in Law Making; and Legislative Processes at the Federal Member State Level. This third workshop in Hirshabelle concluded the training programme for all the five Federal Member State Legislative Assemblies in Somalia.

The workshop on the Legislative Process on the Federal Member State Level and overall capacity building for members of the Hirshabelle State Assembly were well received and appreciated. In addition to this appreciation, the Foundation received similar praise from all Federal Member State Legislative Assemblies.
