Second Workshop Series for Parliamentary Support Staff in Somalia

The Max Planck Foundation conducts workshops on ‘Rules of Procedure and their Relevance for Parliamentary Support Staff’.

The training of parliamentary support staff of the Somali Legislative Assemblies under the German Federal Foreign Office funded project Capacity Building and Legal Advice for the Federal Member State Legislative Assemblies in Somalia continued with a workshop on the topic ‘Rules of Procedure and their Relevance for Parliamentary Support Staff’.

The presentation compared experiences from various countries including Australia, Kenya, Ethiopia, and Somalia in regulating the work of parliamentary support staff under their respective rules of procedure. Since the scope of the workshop was focused on the federal member state level, much emphasis was given to the rules of procedure and their relevance to the work of the parliamentary support staff in the Federal Member State Legislative Assemblies.

The presentation was followed by group work and discussions on different topics, among those the balancing of the immunity of members of parliament and security measures of the legislature.

The workshop was held for the parliamentary support staff of the Legislative Assembly of Jubaland in Kismayo on 11 March 2023, for the parliamentary support staff of the Legislative Assembly of Galmudug in Dhusumareb on 11 March 2023, for the parliamentary support staff of the Legislative Assembly of South-West State in Baidoa on 13 March 2023, for the parliamentary support staff of the Puntland House of Representatives in Garowe on 19 March 2023 and for the parliamentary support staff of the Legislative Assembly of Hirshabelle in Jowhar on 21 March 2023.

In all five locations, the participants greatly appreciated the continuation of the training program and the contents of the workshop.
