Third Interregional Conference on the Somali Constitutional Review Process

Federal Member State representatives and constitutional bodies convene to discuss proposed amendments to Chapters 10 – 15 of the Somali Provisional Constitution.

The Max Planck Foundation, together with its local partner, the Somali Center for Rule of Law and Good Governance (SomLaw), supported the Somali constitutional review bodies — namely, the Constitutional Oversight Committee (OC), the Independent Constitutional Review and Implementation Commission (ICRIC), and the Ministry of Justice and Constitutional Affairs (MoJCA) — in organising and facilitating the third interregional conference with representatives from the Somali Federal Member States. The conference aimed to present and discuss the proposed constitutional amendments to Chapters 10 – 15 of the Somali Provisional Constitution.

Held from August 10 to 12, 2025, the conference brought together high-level delegations from the Somali Federal Member States, including chairpersons and members of the Constitutional Affairs Committees of the Federal Member State Legislatures, ministers of Constitutional Affairs, other ministers from the Federal Member States, the Benadir Regional Administration, and SSC Khaatumo.

Over the course of three days, participants reviewed and discussed draft constitutional amendments covering Chapters 10 – 15, including key topics related to the constitutional organisation of security, the organisation of the civil service, and public finance.

Feedback and comments from participants were collected for further consideration and processing by the OC and ICRIC.

The interregional conference was conducted within the framework of the European Union-funded project, ‘Strengthening the Role and Impact of the Somali Federal Parliament in the Somali Constitutional Review Process’.
