On 14 and 15 September 2026 in Juba, the Max Planck Foundation for International Peace and the Rule of Law signed two separate Memorandums of Understanding (MoUs) to advance legal capacity building in South Sudan. Both initiatives are generously funded by the Federal Foreign Office of Germany under the project ‘Technical Legal Support and Capacity-Building for Parliamentary Committees, the South Sudan Bar Association, and the Faculty of Law at the University of Juba’.
Strengthening Legislative Capacities at the TNLA
The first MoU was signed with the Transitional National Legislative Assembly of the Republic of South Sudan (TNLA). This framework aims to strengthen the legal drafting capacities of selected Standing Specialised Committees by providing comparative legal expertise, technical support, and specialised legal literature relevant to their legislative work.
The MoU was signed on 15 September 2026 by Rt. Hon. Ambrose Pitia Lomin, First Deputy Speaker of the TNLA, and the Head of South Sudan Projects at the Max Planck Foundation.
Enhancing the Capacities of Practising Lawyers through the SSBA
In a separate ceremony, the Foundation also signed an MoU with the South Sudan Bar Association (SSBA). This partnership focuses on enhancing the technical and professional capacities of practising lawyers who are members of the SSBA.
The MoU was signed on 14 September 2026 by Adv. Arop Malueth Manon, President of the SSBA, alongside the Head of South Sudan Projects at the Max Planck Foundation.
