Federalism and Political Decentralisation in Somalia: Capacity Building and Technical Assistance to the Somali Federal Government, Federal Member States and the Government of Somaliland 2017-2018

The Max Planck Foundation’s project “Federalism and Political Decentralisation in Somalia: Capacity Building and Technical Assistance to the Somali Federal Government, Federal Member States and the Government of Somaliland 2017-2018” aims at supporting main actors of the Somali federalisation and political decentralisation process through systematic capacity building and the provision of technical legal advice and comparative research on a number of legal questions pertinent to this process.

In addition to the Office of the Prime Minister and the Ministry of Interior and Federal Affairs of the Somali Federal Government, the Federal Member States/Regional Interim Administrations of Galmudug, Hirshabelle, Jubaland, Puntland and South West State, as well as the government of the self-declared independent Republic of Somaliland will be the project partners. The Foundation is therefore extending its support to the Somali state-building process beyond the country’s capital of Mogadishu and will implement project activities in all parts of Somalia.

As part of the programme, regular training sessions on comparative federalism and decentralisation are organised for relevant staff of the project partner institutions and shall enable them to discharge their functions in terms of federalisation and political decentralisation in Somalia based on a better understanding of general concepts and comparative models.
