Second and Third Workshops on Federalism and Decentralisation for the Somali Ministry of Interior and Federal Affairs

The Foundation delivered the second and third workshops to staff of the Somali Ministry of Interior and Federal Affairs (MoIFA)

On 25 and 26 November 2015, Foundation’s Somali Technical Advisors delivered the second and third training workshops to members of the MoIFA in Mogadishu, Somalia. The Foundation implements the project with the financial support of the German Federal Foreign Office.

Following the successful conclusion of the first and second training-of-trainers workshop, Foundation’s Technical Advisors embedded in the MoIFA conducted the second and third training workshops to members of the Ministry. The Director of the Training Department, Mr Omar Mohamed Alim, and the Acting Director of Special Programs, Mr Ali Osman, at the MoIFA jointly opened the workshops. Twenty-four participants, including five women, attended the workshop.

The trainings focused on the coordination of intergovernmental relations and the resolution of disputes, and on the vertical division of powers in federal countries. These themes are crucial to the MoIFA in its efforts to guide negotiations on the vertical division of powers and to establish platforms to coordinate the activities of the Federal Government and emerging Regional Interim Administrations, as well as among the Regional Interim Administrations. The workshops were highly participatory and involved group discussions and presentations on relevant issues in the ongoing federalisation process.

Two more workshops to members of the MoIFA will be held before the end of 2015. The workshops will focus on legal and practical issues arising in the formation of Federal Member States in Somalia and the legal regulation and status of capital cities in federal countries.
