Workshop for the Assembly Business Committee (ABC) of the Transitional National Legislative Assembly

Max Planck Foundation conducted a workshop for the Assembly Business Committee of the Transitional National Legislative Assembly in Juba.

The workshop titled “Constitutional Foundations of the Role of Parliament” was conducted by the Foundation on 21 and 22 February 2022 within the framework of the European Union-funded project “Strengthening the Rule of Law in South Sudan”. The workshop was directed at the members of the Assembly Business Committee (ABC) and their role and functions in the Transitional National Legislative Assembly (TNLA) in accordance with the Constitution and the newly amended Conduct of Business Regulations.

The workshop was officially opened by the Head of European Union Delegation to South Sudan, H.E. Ambassador Christian Bader, the First Deputy Speaker of the TNLA, Hon. Nathaniel Oyet, and one of the Managing Directors and Head of Sub-Saharan Africa Projects at the Max Planck Foundation. The workshop for the members of the ABC, which comprises of the leadership of Parliament, including all Chairs of the Standing Specialized Committees, focused on a discussion of the amended version of the TNLA’s Conduct of Business Regulations 2021, with a particular emphasis on the functions of the Standing Specialized Committees and the ABC.

On the first workshop day, members of the Max Planck Foundation delivered presentations on the institutional design and substantives powers of Parliament as well as general regulations of the TNLA within the Conduct of Business Regulations. The second day focused on procedural regulations of the TNLA and on the composition, role and operation of the Standing Specialized Committees of the TNLA. In the last session of the workshop a seasoned member of Parliament shared his practical experience of more than ten years as a Member of the TNLA.

The workshop was officially closed by the First Deputy Speaker of the TNLA, Hon. Nathaniel Oyet and the Majority Chief Whip of the TNLA, Hon. Rebecca Joshua Okwaci, who both expressed their satisfaction with the conduct of the workshop and their deep gratitude to the Max Planck Foundation and the European Union for providing this workshop to the members of the Assembly Business Committee.
