Workshop Series for Parliamentary Support Staff in Somalia continues.
The training of parliamentary support staff of the Somali Legislative Assemblies under the German Federal Foreign Office funded project ‘Capacity Building and Legal Advice for the Federal Member State Legislative Assemblies in Somalia’ continued with a workshop on the topic ‘Clerical Support to Report Writing and Documentation of Parliamentary Procedures’.
The presentation highlighted the importance of skilled staff in preparing parliamentary reports, examined the experiences of other parliaments, and subsequently centred on reviewing a draft guide for the Federal Parliament of Somalia in preparing three types of reports: (1) The annual parliamentary performance report; (2) Members of Parliament’s constituency reports, and (3) the report on official visits to foreign countries. Following the presentation, the participants worked on a practical exercise, which allowed them to evaluate the guide’s efficacy in enhancing the quality of parliamentary reporting.
The workshop was held for parliamentary support staff of all the State Assemblies, i.e. in Galmudug in Dhusumareb on 10 March 2024, in Hirshabelle on 21 April 2024, in Kismayo on 4 June 2024, in Baidoa on 22 June 2024, and finally in Puntland on 29 June 2024.
In all five locations where the workshop was held, participants appreciated the presentation and the practical exercise, which allowed them to review existing approaches to report writing and documentation of parliamentary procedures from a comparative perspective, learning from other countries’ experiences, and international best practices.
