Workshops on the topic of Intergovernmental Relations in Federal Systems

The Workshop Series for selected members of the Federal Member State Legislative Assemblies in Somalia continues.

Under the German Federal Foreign Office-funded project ‘Capacity Building and Legal Advice for the Federal Member State Legislative Assemblies in Somalia’the Foundation organised another round of workshops for members of the Federal Member State Legislative Assemblies of South-West State, Hirshabelle, Galmudug, Jubaland and Puntland on the topic ‘Intergovernmental Relations in Federal Systems’.

The presentation addressed the conceptual framework, principles, guidelines, regulations, mechanisms and institutions of intergovernmental relations and employed a comparative approach by presenting and analysing the experiences of various countries to draw some lessons that help design policy options on intergovernmental relations in Somalia. While doing so, the presentation appraised the constitutional and other relevant legal frameworks pertaining to intergovernmental relations in selected countries. After the comparative study presentation, intergovernmental relations in Somalia, including subject areas, guiding principles, and institutions of intergovernmental relations in Somalia, were discussed. Based on the comparative analysis made, relevant policy options on intergovernmental relations that help the constitutional review process in Somalia were also forwarded.

The workshop was held for selected members of the Galmudug State Assembly in Dhusumareb on 26 May 2024, for selected members of the Jubaland State Assembly in Kismayo on 2 June 2024, for selected members of the Hirshabelle State Assembly in Jowhar on 24 June 2024, for selected members of the South-West State Assembly in Baidoa 21 July 2024 and for selected members of the Puntland House of Representations in Garowe on 24 July 2024.
