The Max Planck Foundation hosted an event with representatives from various Tajik agencies on investigation and administrative monitoring.
On 10 July 2024, the Foundation hosted a workshop and roundtable discussion on counterterrorism law and practice. In cooperation with the Office of the General Prosecutor of the Republic of Tajikistan in Dushanbe, speakers and participants explored the investigation of serious violations of international law and terrorism-related offences and administrative monitoring of those suspected or convicted of such crimes.
The combined proceedings opened with a talk by an MPFPR research fellow, emphasising the implications of international standards and comparable cases of administrative monitoring practices, followed by another on Tajik administrative monitoring law and practice by the Head of the Apparatus of the Constitutional Court of Tajikistan, Abdumajid Gulzoda. These sessions, moderated by Major-General Manuchehr Mahmudzoda, laid the groundwork for the subsequent exploration and discussion of good administrative practices in greater compliance with the international legal commitments of Tajikistan.
In the second part of the event, the Foundation supported General Prosecutor Office staff in developing an action-oriented understanding of the methods employed for identifying, sharing and obtaining information and material evidence from conflict zones. The session was designed for practical use in criminal proceedings relating to crimes of a terrorist nature and core international crimes, addressing both overarching international legal and rule of law requirements for the sharing of information as well as specific ways to engage relevant institutions and international mechanisms.
The event was part of the project ‘Prosecution, Rehabilitation, and Reintegration of Returning Foreign Fighters and their Families’, funded by the German Federal Foreign Office.
