Training of legal advisors for the legislative branch of government in Somaliland continues.
From 19 to 23 February 2025, the Max Planck Foundation conducted the third training-of-trainers workshop for legal advisors embedded in Somaliland’s Parliament. The workshop was organised within the framework of the project Legal Capacity Building and Advice for the Legislative Branch of Government in Somaliland, funded by the EU and held in Hargeisa, Somaliland.
The four-day training program covered the topics of Constitution-Making vs. Constitutional Amendment Processes; Political Parties Organisation; Electoral Systems; and Local Government Organisation.
All of these topics were presented from a comparative perspective and the presented case studies were discussed in relation to the specific context of Somaliland. The Somaliland legal advisors advised on the relevance of the comparative examples and assisted in adjusting the training materials for their subsequent trainings for members and staff of both Houses of the Somaliland Parliament.
During the workshop, the project team also discussed the next steps towards the improvement of law-making in Somaliland, i.e. the hand-over of legal literature for the library of the Somaliland Parliament, validation workshops on the completed legislative drafting manual Legislative Drafting Act, as well as the final steps in the preparation of a legal terms glossary and a Somaliland law compilation.
The workshop also facilitated the exchange of views on training materials, project activities, and the next steps involved in the implementation of the project between the international and local project teams.
