The Foundation Mourns the Loss of Prof. Dr. Dres. h.c. Jochen Abr. Frowein (8 June 1934 – 8 February 2026)

Professor Frowein was one of Germany’s most distinguished experts in public international and constitutional law, leaving behind an indelible mark on the global legal landscape. His career was defined by a rare combination of intellectual brilliance and a steadfast commitment to the institutional development of legal scholarship.

Between 1981 and 2002, Professor Frowein served as Director of the Max Planck Institute for Comparative Public Law and International Law (MPIL) in Heidelberg. During this tenure, his influence extended far beyond the walls of the Institute. He held several high-ranking positions of significant responsibility, including Vice President of the European Commission of Human Rights (1973–1993), Vice President of the German Research Foundation (DFG, 1977–1980), and Vice President of the Max Planck Society (1999–2002).

For the Foundation, Professor Frowein’s legacy is inextricably linked to his role as a ‘founding father’of the Max Planck Yearbook of United Nations Law (UNYB). Alongside Professor Rüdiger Wolfrum, he served as a Lead Editor of the Yearbook from its inaugural Volume 1 (1997) through to Volume 6 (2002). Under his visionary leadership, the UNYB was established as the first scholarly periodical to focus exclusively on the activities of the United Nations in the field of international law—a publication that remains a cornerstone of the Foundation’s academic output today.

Professor Frowein was widely regarded as one of the sharpest legal minds of his generation. Those who worked alongside him will remember not only his vast erudition but also his lively engagement and spirited contributions to the “Monday Meetings” at the MPIL, which he continued to enrich with his insights long after his formal retirement.

The Foundation will strive to carry forward the remarkable legacy and impact of Professor Frowein, who will be greatly missed.
