MOU signed between the Max Planck Foundation and the Supreme Constitutional Court of Palestine
On 13 March 2018, the Max Planck Foundation for International Peace and the Rule of Law signed a Memorandum of Understanding with the Supreme Constitutional Court of Palestine. The MOU was signed by H.E. Dr. Mohammad al-Haj Qasem, President of the Supreme Constitutional Court of Palestine, and Dr. Kathrin Maria Scherr, Head of Sub-Saharan Africa and Jordan Projects at the Max Planck Foundation.
The Memorandum of Understanding envisages a cooperation between the Max Planck Foundation and the Supreme Constitutional Court of Palestine within the framework of the Foundation’s Project in Jordan and the Foundation’s technical support and assistance to emerging constitutional courts in the region. The Foundation project will provide a series of activities for the provision of technical support and capacity building on the roles, functions and competences of constitutional courts, constitutional law and comparative analyses of jurisprudence of constitutional courts.
The signing ceremony was attended by all eight Members of the Supreme Constitutional Court of Palestine, the Legal Advisor to the Ambassador of the State of Palestine to Jordan, and Vice-Presidents Dr. Tarek Shebl and Dr. Abdel Aziz Salman of the Supreme Constitutional Court of Egypt.
The cooperation with the Supreme Constitutional Court of Palestine is one component of the Foundation’s project on ‘Raising Technical Capacity and Technical Knowledge of Judges of the Constitutional Court (Jordan and Palestine) and Judges of Ordinary Courts in Jordan (2017-2019)’, generously supported by the German Federal Foreign Office. The project aims to enhance the capacity of Members of the Constitutional Court of Jordan, the Supreme Constitutional Court of Palestine and other judicial and legal institutions in Jordan on constitutional jurisprudence, substantive and procedural interaction between the Constitutional Court and ordinary courts, and the application of international law by Jordan.
