Max Planck Foundation facilitates a Conference on the Review of Chapters 1-9 of the Somali Provisional Constitution for participants from the Federal Government and all Somali Federal Member States
From 07 to 09 April 2019 the Foundation facilitated the first interregional conference on the Somali constitutional review process for the Constitutional Oversight Committee and its counterpart committees of the five State Legislative Assemblies in Kismayo, Somalia (Jubaland State). Representatives from the Ministries of Constitutional Affairs from the Federal Government and the five Federal Member States as well as members of the Independent Constitutional Review and Implementation Commission were also in attendance. During the conference the participants discussed the review of Chapters 1-9 of the Somali Provisional Constitution and the public outreach and consultations programme for the constitutional review process.
HE Ahmed Mohamed Islam (Madoobe), the President of Jubaland State, officially opened the conference, which was co-chaired by the Chairman of the Constitutional Oversight Committee, HE Senator Abdi Hassan Awale (Quabdid) and the Deputy and at the time of the conference Acting Minister of Constitutional Affairs, HE Hon Hussein Abdi Elmi.
The interregional conference was successful not only because of the substantial discussions on the constitutional review options developed by the Constitutional Oversight Committee, but also in bringing together all stakeholders of the Somali constitutional review process from the Federal Government and the Federal Member States. For the first time these stakeholders had the chance to exchange their views on substantial constitutional review issues as well as on a joint strategy and workplan for finalising the federal constitution.
