The Foundation facilitates meeting of the Somali Constitutional Drafting Sub-Committee
The Max Planck Foundation facilitated a meeting of the Drafting Sub-Committee of the Somali Constitutional Oversight Committee (OC) and the Independent Constitutional Review and Implementation Commission (ICRIC) from 7 to 11 December 2019, in the framework of the EU-funded project “Legal Capacity Building and Technical Support for the Somali Federal Parliament”.
The meeting was held in Mogadishu and provided the Foundation’s Research Fellows with the opportunity to present the drafting proposals they had developed based on the feedback received on their comments on the comprehensive draft constitutional amendment document previously prepared by the OC and the ICRIC. The drafting proposals were discussed with the members of the Drafting Sub-Committee and then adjusted according to their ideas and instructions.
The discussions focused on the draft constitutional amendments proposed for the federal system, the legislature, the executive and the judiciary as currently regulated in Chapters 5-9 of the Somali Provisional Constitution. The adjusted draft constitutional amendment document is expected to be presented to the Somali Federal Parliament at the beginning of 2020.
