The Max Planck Foundation organised a two-day working group roundtable in Hisar, Tajikistan, with representatives from various Tajik agencies.
On 24 and 25 September 2024, Foundation staff hosted a working group roundtable event, ‘Administrative Monitoring of those Suspected or Convicted of Terrorism-related Offences: Aligning National Practices with International Standards’.
The proceedings drew on the Foundation’s prior consultations with Tajik agency representatives engaged in administrative monitoring, as well as a roundtable event in July with those involved in the practice of administrative monitoring or responsible for the laws regulating such practices.
Building on the critical insights gained in earlier proceedings, this two-day working group offered an opportunity to develop practical approaches for the closer alignment of national administrative monitoring practices with international standards. With dedicated sessions on current law and practice as well as future developments, the event also featured an in-depth discussion of key documents such as the Law on Administrative Monitoring of Persons Released from Penal Institutions and the Program for Rehabilitation and Reintegration of Persons with Extremist or Terrorist Background. At the end of the event, participants shared their concrete thoughts on the principles that ought to inform future administrative monitoring practices, as well as suggestions for improvements to current law and policy.
The event was part of the project ‘Prosecution, Rehabilitation, and Reintegration of Returning Foreign Fighters and their Families’, funded by the German Federal Foreign Office.
